About This Opportunity

Inades-Formation Rwanda is seeking a competent and motivated Monitoring & Evaluation Officer to support the implementation of the Joint Programme on Accelerating Progress Towards Women’s Economic Empowerment (JP-RWEE). The selected candidate will be based at the organization’s National Office in Remera, Gasabo District, Kigali.

This role is ideal for an experienced professional passionate about agriculture-led development, women’s economic empowerment, data quality assurance, and impact-driven project management.

Position Overview – Monitoring & Evaluation Officer

The M&E Officer will provide technical guidance and strategic leadership in monitoring, evaluation, learning, and reporting. The officer will particularly support data collection, field monitoring, outcome measurement, and reporting under the JP-RWEE project.

Key Responsibilities

Monitoring, Evaluation & Reporting

  • Develop strong M&E systems, tools, and procedures across the organization.
  • Coordinate data collection, validation, storage, and analysis.
  • Monitor progress of the JP-RWEE and other initiatives using approved indicators.
  • Conduct field visits to assess activity implementation and beneficiary engagement.
  • Review work plans, reports, and performance frameworks to ensure alignment with project goals.
  • Support annual project evaluations, reviews, and learning workshops.

Data Management & Quality Assurance

  • Strengthen data quality mechanisms across all project districts.
  • Train project staff and partners in M&E tools, data collection methods, and digital platforms (e.g., Kobo Toolbox).
  • Produce high-quality quarterly and annual reports for donors and partners.
  • Suggest improvements to project approaches and logical frameworks based on evidence.

Learning & Capacity Building

  • Document lessons learned, best practices, and innovative methodologies.
  • Enhance organizational performance through solid data insights and interpretation.
  • Ensure long-term sustainability of project achievements.

Job Details

Job Title: Monitoring & Evaluation Officer
Location: Remera – Gasabo District, Kigali, Rwanda
Reports to: Director of Programs
Contract Type: One-year fixed term (renewable based on performance and funding)
Expected Start Date: 16 November 2025
Contract Duration: 16 November 2025 – 30 November 2026
Salary: Competitive, aligned with internal salary scale
Benefits: Medical insurance, social security, and other benefits according to HR policies

 Required Qualifications & Experience

  • Bachelor’s degree in Agriculture, Statistics, Economics, Project Management, Monitoring & Evaluation, or related fields.
  • Minimum of 3 years’ experience in extension services, agriculture programs, or NGOs.
  • Experience working with UN-funded or donor-funded projects (advantage).
  • Proven knowledge of project cycle management, gender assessments, and survey management.
  • Strong analytical, communication, and reporting skills.
  • Advanced M&E certification is an added advantage.
  • Proficiency in Kinyarwanda, English, and French—both written and spoken.
  • Familiarity with digital data tools such as Kobo Toolbox.
  • Category B driving license required.
