Job Overview
UN Women is recruiting an International Consultant to support the costing and budgeting of Ethiopia’s first National Action Plan (NAP) on Women, Peace and Security (WPS). This consultancy plays a critical role in transforming policy commitments into fully financed, actionable national interventions aligned with UNSCR 1325 and related resolutions.
The assignment will be implemented in close collaboration with the Ministry of Women and Social Affairs (MoWSA), the National Technical Committee on WPS, and a National Consultant, ensuring strong national ownership and sustainability.
Background & Context
Women’s participation in peacebuilding and security processes remains disproportionately low globally—despite strong international frameworks such as UN Security Council Resolution 1325 and subsequent resolutions under the Women, Peace and Security (WPS) Agenda.
National Action Plans (NAPs) are recognized as the most effective instruments for implementing the WPS agenda at country level. However, lack of proper costing and budgeting remains a major obstacle to implementation. As of 2025, only a small number of African NAPs include dedicated, transparent budgets.
Ethiopia initiated the development of its first NAP on WPS in 2021. With the draft now complete and under inter-ministerial review, costing the NAP is the final and essential step toward adoption, financing, and implementation.
Scope of Work & Key Responsibilities
The International Consultant will provide technical leadership in costing and budgeting the Ethiopia NAP on WPS, working closely with national stakeholders.
Key Responsibilities
Technical & Analytical Work
- Align the NAP logical framework with an evidence-based costing model
- Analyze Ethiopian government budgeting systems and identify funding alignment opportunities
- Develop costing matrices, tools, and quantitative/qualitative templates
Capacity Building & Facilitation
- Facilitate a three-day technical costing workshop with the National Technical Committee
- Lead a one-day donor engagement workshop on NAP financing
- Provide technical support during NAP costing validation meetings
Strategic Planning
- Develop a roadmap for NAP budget approval
- Design a fundraising and resource mobilization strategy
- Finalize a fully costed National Action Plan on WPS

Education Requirements
- Master’s degree in Gender Studies, Peace & Security, Human Rights, Social Sciences, or related fields
- PhD is an advantage
- Bachelor’s degree + 2 additional years of experience may be accepted
Experience & Skills
Essential Experience
- Minimum 7 years of professional experience in WPS, peacebuilding, gender, or conflict-related fields
- Proven experience in costing and budgeting WPS NAPs (samples required)
- Strong understanding of Ethiopia’s peace and security architecture
- Demonstrated experience facilitating technical, multi-stakeholder workshops
