Job Overview
The World Health Organization (WHO) Nigeria Country Office is recruiting a highly experienced Consultant to support evidence generation and develop a robust resource mobilization framework for the National Cancer Intervention Fund (NCIF). The consultant will work remotely for 14 working days and provide critical situational analysis, data synthesis, and resource mapping ahead of NCIF’s multi-stakeholder summit scheduled for early 2026.
This role is ideal for seasoned public health experts, epidemiologists, and cancer policy specialists who are passionate about strengthening Nigeria’s cancer control financing and improving access to quality cancer care.
About the National Cancer Challenge in Nigeria
Cancer remains one of the most urgent public health concerns in Nigeria. According to recent Globocan 2022 data, the country records approximately 124,815 new cancer cases and 78,899 deaths every year. Breast, cervical, and prostate cancers form nearly half of all diagnosed cases nationwide.
Unfortunately, late diagnosis, limited financing, and fragmented service delivery systems continue to weaken cancer outcomes. More than 60% of patients arrive in stages III and IV, leading to high mortality rates and increased treatment costs.
Despite increasing need, cancer receives less than 1% of Nigeria’s national health budget, while over 70% of care is paid out-of-pocket. Although the Cancer Health Fund (CHF) introduced in 2020 has helped indigent patients, financing remains insufficient.
The National Cancer Intervention Fund (NCIF) was therefore created to mobilize, pool, and strategically allocate resources from government, private sector, donors, and philanthropy. This consultancy will generate the evidence needed to operationalize NCIF effectively.
Overall Goal of the Consultancy
To produce the evidence base, resource mapping, and investment framework required to strengthen NCIF’s strategic direction and prepare for its multi-stakeholder launch in Q1 2026.
Specific Objectives
The consultant will:
- Conduct a comprehensive situational analysis of Nigeria’s cancer burden, policy environment, health system readiness, technology, human resources, and financing mechanisms.
- Perform a detailed resource mapping exercise, identifying existing financial, infrastructural, human, and data resources relevant to cancer control.
- Provide actionable insights that guide the long-term sustainability and operationalization of NCIF.
Scope of Work & Key Tasks
Workstream 1 – Situational Analysis & Resource Mapping
Key Tasks
- Participate in an inception meeting with NCIF and WHO Nigeria to validate methodology and timelines.
- Develop an Inception Report outlining data sources, analytical framework, and stakeholder engagement plan.
- Review relevant policies and literature, including Nigeria’s National Cancer Control Plan, WHO/IARC reports, and health budgets.
- Analyze national cancer epidemiology: incidence, mortality, prevalence, survival patterns, and geographical trends.
- Assess Nigeria’s service delivery system, including workforce, diagnostic capacity, treatment infrastructure, and governance mechanisms.
- Map key stakeholders: government ministries, private sector, NGOs, donors, research institutions, and civil society.
- Identify policy gaps, financing shortfalls, and strategic priorities for NCIF.
- Compile a national resource inventory covering financial, human, infrastructural, and data resources.

Reporting Structure
The consultant will report to the NCIF Governing Council Secretariat with technical oversight from WHO Nigeria.
Qualifications & Experience Required
Education
- Bachelor’s degree in Medicine, Nursing, Public Health, or other relevant health fields.
- Master of Public Health (MPH) or advanced training in epidemiology is required.
Experience
- At least 10 years of professional experience in cancer control, public health, or health systems strengthening.
- Demonstrated experience conducting situational analyses, programme reviews, and health policy research.
- Previous work with WHO, UN agencies, or reputable public health organizations is an added advantage.
