Job Summary: Programme Policy Officer – Data Analyst

The Programme Policy Officer – Data Analyst in Kigali will lead data integration efforts and manage Vulnerability Analysis and Mapping (VAM) activities. You will report directly to the Head of VAM and M&E and ultimately to the Country Director and Representative.

This position ensures that WFP Rwanda can make data-driven decisions to deliver efficient, impactful humanitarian assistance. You will contribute to the design, monitoring, and evaluation of WFP programs, while building capacity within the country office and among local partners.

Key Responsibilities

Data Management & Analysis

  • Lead data integration and maintain robust data systems.
  • Develop and manage databases, ensuring high data quality and consistency.
  • Prepare and program digital data collection tools (tablets, checklists, questionnaires).
  • Conduct GIS mapping and develop visualizations using Tableau.

Programme Support

  • Contribute to project planning and development, ensuring alignment with WFP strategic goals.
  • Consolidate data to support country strategic plan activities.
  • Generate reports and analyses for internal and external stakeholders.

Capacity Building

  • Train WFP staff, enumerators, and partners on data collection, GPS, and tablet tools.
  • Support teams in data extraction, reporting, and analysis.

Policy & Strategic Engagement

  • Provide evidence-based recommendations for government and subnational food security policies.
  • Strengthen collaboration with local authorities, NGOs, and partners using data insights.

Required Qualifications & Skills

Education

  • Advanced degree in Computer Science, ICT, Data Analytics, or related fields; or a first degree with relevant experience.

Technical Skills

  • Proficiency in SPSS, SQL databases, Python or R programming.
  • Experience with Tableau and GIS software (ArcGIS/QGIS) is a plus.
  • Strong analytical, problem-solving, and leadership skills.

Experience

  • Minimum 3 years of technical experience in data management, vulnerability analysis, or related areas.
  • Experience in humanitarian or social science projects is advantageous.

Languages

  • Fluency in English, both written and spoken.
