As part of its continued growth, Kilimo Trust is seeking a Program Officer – Matching Grant Management to support and strengthen its Grants Program in Rwanda.

 Purpose of the Role

The Program Officer will provide technical and operational leadership for the Matching Grant Program, ensuring transparent, efficient, and results-oriented grant management. This role covers the full grant cycle—from solicitation to close-out—while supporting grantees to comply with donor standards and Kilimo Trust guidelines.

You will directly supervise Matching Grant Partners, manage performance risks, ensure quality reporting, and support stakeholders in delivering impactful and compliant interventions across agribusiness value chains.

Key Responsibilities

 A. Grant Management & Partner Supervision

  • Lead the implementation of matching grants in alignment with project objectives and donor expectations.
  • Coordinate calls for proposals, review submissions, and support appraisal and selection processes.
  • Conduct due-diligence assessments of potential grantees.
  • Draft, negotiate, and finalize grant agreements including deliverables, compliance requirements, and budgets.
  • Supervise Matching Grant Partners and ensure timely activities, milestone achievement, and quality outputs.
  • Maintain an up-to-date grants management database and documentation system.

 B. Compliance, Risk & Quality Assurance

  • Ensure the Grants Management Manual is regularly updated and communicated to technical teams.
  • Review quarterly reports (technical, monitoring & financial) and coordinate performance review meetings.
  • Approve disbursements after verifying partner progress.
  • Guide partners on compliance, reporting requirements, procurement regulations, and donor rules.
  • Conduct risk monitoring, implement mitigation plans, and support internal/external audits.
  • Perform compliance spot checks on partners regularly.

: C. Monitoring, Evaluation & Reporting

  • Undertake regular field visits to assess progress, identify gaps, and provide support.
  • Validate narrative and financial reports and recommend approvals/disbursements.
  • Work with M&E teams to track partner performance indicators.
  • Prepare grant progress reports for donors or stakeholders.
  • Document and share best practices from the matching grants model.

 D. Financial Management

  • Collaborate with Finance teams to review budgets, cost-share contributions, and expenditure forecasts.
  • Verify partner financial documents, ensuring allowability and compliance.
  • Recommend disbursements based on performance and financial accuracy.
  • Support financial spot checks, audits, and grant close-out processes.

 E. Capacity Building & Stakeholder Engagement

  • Train Matching Grant Partners on proposal development, financial management, compliance, and reporting.
  • Facilitate partner learning sessions, workshops, and knowledge-sharing platforms.
  • Build relationships with agribusiness SMEs, private sector actors, farmer groups, and government agencies.

 Key Performance Indicators

  • Effective partner supervision and grant performance.
  • Timely approval of reports and disbursements.
  • High compliance with donor and organizational standards.
  • Achievement of grant milestones and financial targets.
  • Quality reporting, documentation, and stakeholder engagement.

 Required Technical Competencies

  • Strong project management and analytical skills.
  • Deep understanding of agricultural value chains and market systems development.
  • Excellent financial analysis and budgeting abilities.
  • Advanced communication, facilitation, and partner management skills.
  • High integrity and strong attention to detail.
  • Ability to multitask and meet tight deadlines.
  • Excellent computer literacy, especially MS Excel and grants management tools.

 Education & Experience

  • Bachelor’s Degree in Agriculture, Economics, Business, Finance, Development Studies, Project Management, or related fields.
  • Master’s Degree or professional certification in project/grants management is an added advantage.
  • Minimum of 5 years of experience in grants management, SME support programs, or donor-funded projects.
  • Strong experience in matching grants, challenge funds, or enterprise development grants.
  • Experience with donor frameworks (USAID, EU, IFAD, Mastercard Foundation).
  • Experience working with private sector agribusiness actors and producer organizations.

Estimated Salary & Benefits (Rwanda Benchmark)

 Estimated Salary Range: RWF 2,000,000 – 3,200,000 per month (depending on experience)
