Position Overview
CHAI Rwanda is seeking a Technical Advisor, Data Engineer who will be seconded to the National Health Intelligence Center (NHIC) within the Ministry of Health. The NHIC is responsible for coordinating health data systems, analytics, and reporting to support evidence-based planning and decision-making across Rwanda’s health sector.
The Technical Advisor will design, implement, and maintain robust, scalable, and secure data architectures that integrate information from multiple health systems. The role also places strong emphasis on capacity building, ensuring that government teams have the skills and tools required to manage data systems independently over time.
This position requires both deep technical expertise and the ability to work effectively in a government and multi-stakeholder environment.

Key Responsibilities
Data Engineering & Architecture
- Design, develop, and maintain scalable and reliable data pipelines that support national health reporting and analytics.
- Build efficient ETL (Extract, Transform, Load) processes for structured and unstructured health data.
- Optimize, manage, and document large-scale databases, including relational and non-relational systems.
- Support data processing and analytics using big data technologies such as Hadoop, Spark, and Kafka.
Data Integration & Quality
- Integrate datasets from multiple sources, including health information systems, APIs, registries, and third-party platforms.
- Ensure data consistency, accuracy, completeness, and timeliness across integrated systems.
- Establish and maintain a data catalog and data dictionary to improve governance and metadata management.
- Implement data validation and quality assurance processes aligned with national standards.
Collaboration & Capacity Building
- Work closely with data scientists, analysts, software developers, and Ministry of Health teams to understand data needs.
- Translate health policy, financing, and program requirements into practical technical solutions.
- Train and mentor local government staff on data engineering concepts, tools, and best practices.
- Contribute to long-term institutional capacity building within the NHIC.
Platform & Infrastructure Development
- Design and maintain cloud-native data infrastructure using AWS, Microsoft Azure, or Google Cloud Platform.
- Implement Infrastructure as Code (IaC) using tools such as Terraform and Ansible.
- Administer and support Kubernetes clusters and containerized data services.
- Develop and manage CI/CD pipelines to support continuous improvement of data platforms.
- Apply GitOps workflows using tools such as ArgoCD, GitHub Actions, or GitLab CI.
Monitoring, Security & Compliance
- Implement data privacy and security protocols in line with GDPR, CCPA, and international best practices.
- Monitor system performance, availability, and reliability, resolving issues proactively.
- Ensure compliance with Rwanda’s data protection laws, Ministry of Health guidelines, and CHAI standards.
- Support audits, risk assessments, and continuous improvement of data governance frameworks.

Qualifications & Experience
Education
- Master’s degree in Computer Science, Information Systems, Engineering, or a related field.
- Equivalent professional experience may be considered in place of formal academic qualifications.
Required Experience
- Minimum of six (6) years of experience in data engineering or software engineering roles.
- Proven experience designing and managing end-to-end data pipelines in complex environments.
- Strong proficiency in SQL and experience with both relational and non-relational databases.
- Hands-on experience with ETL tools such as Apache Airflow, Apache NiFi, or Talend.
- Practical experience with big data frameworks including Hadoop, Spark, and Kafka.
- Demonstrated expertise in cloud platforms (AWS, Azure, or Google Cloud).
- Solid knowledge of Kubernetes, GitOps, CI/CD pipelines, and infrastructure automation tools such as Terraform and Ansible.
