Clinton Health Access Initiative (CHAI) Rwanda is hiring a Technical Advisor,
Data Engineer in Kigali. Full-time role to support digital health systems
strengthening. Deadline: 10 October 2025.
About CHAI
The Clinton Health Access Initiative (CHAI) is a global health organization dedicated to saving lives and strengthening health systems in low- and middle-income countries. In Rwanda, CHAI partners with the Ministry of Health (MoH) and Rwanda Social Security Board (RSSB) to accelerate progress toward Universal Health Coverage (UHC), with a focus on primary health care and sustainable health financing.
Position Overview
CHAI Rwanda is seeking a Technical Advisor, Data Engineer to be seconded to the National Health Intelligence Center (NHIC) within the Ministry of Health. The role involves designing and maintaining data systems, pipelines, and architectures to enable effective health data use for decision-making at all levels. The Technical Advisor will support the development of scalable data solutions and build capacity within government teams.

- Key Responsibilities
Data Engineering & Architecture
- Design, develop, and maintain scalable data pipelines.
- Build ETL processes for structured and unstructured health data.
- Optimize and manage large-scale databases (SQL, NoSQL, Hadoop, Spark, etc.).
Data Integration & Quality
- Integrate datasets from multiple sources, including APIs and third-party platforms.
- Ensure data consistency, accuracy, and compliance with governance frameworks.
- Build a data catalog and dictionary to strengthen data management.
Collaboration & Capacity Building
- Work closely with data scientists, analysts, and MoH teams to meet data needs.
- Translate policy and program requirements into technical data solutions.
- Train and mentor local teams on data architecture and analytics tools.
Platform & Infrastructure Development
- Design and maintain cloud-native infrastructure (AWS, Azure, GCP).
- Implement Infrastructure as Code (Terraform, Ansible).
- Administer Kubernetes clusters and CI/CD pipelines.
- Apply GitOps workflows (ArgoCD, GitHub Actions, GitLab CI).
Monitoring, Security & Compliance
- Implement data privacy and security protocols (GDPR, CCPA compliance).
- Monitor data system performance and troubleshoot issues.
- Ensure adherence to Rwanda’s data protection laws and CHAI standards.
Qualifications & Experience
Education:
- Master’s degree in Computer Science, Information Systems, Engineering, or related field (or equivalent professional experience).
Required Experience:
- At least 6 years in data engineering or software engineering.
- Proven experience building and managing data pipelines.
- Strong SQL skills; familiarity with relational and non-relational databases.
- Hands-on experience with ETL tools (Airflow, Apache NiFi, Talend).
- Experience with big data frameworks (Hadoop, Spark, Kafka).
- Cloud expertise (AWS, Azure, or Google Cloud).
- Knowledge of Kubernetes, GitOps, CI/CD pipelines, and infrastructure automation (Terraform, Ansible).
