Job Overview

Plan International Liberia is seeking an Education Technical Expert – Foundational Literacy & Numeracy (FLN) to support the design and implementation of a Foundational Learning Programme (FLP) covering Kindergarten 2 (KG2) to Grade 6.This role plays a vital part in improving literacy and numeracy outcomes across Liberia by supporting the government and World Bank initiatives under the Global Partnership for Education (GPE) framework.
The consultancy will focus on curriculum development, teacher professional training, and strategic planning for improved learning results.

Strategic Importance of the Role
Foundational Literacy and Numeracy (FLN) are critical building blocks for lifelong learning and national development. This role directly supports Liberia’s efforts to strengthen early-grade education, reduce learning poverty, and improve equity in access to quality education.
The consultant’s technical leadership will help ensure that teaching methodologies, learning materials, and teacher support systems are aligned with learner needs, particularly for girls, marginalized children, and learners affected by climate and socio-economic vulnerabilities.
Key Responsibilities
The successful candidate will:
- Lead the design of a structured pedagogy framework for the FLP.
- Align KG2–Grade 6 curricula with international benchmarks.
- Develop inclusive, gender- and climate-responsive teaching and learning materials (TLM).
- Design an in-service Teacher Professional Development (TPD) framework and rollout plan.
- Define monitoring and evaluation indicators for teacher performance and learning outcomes.
- Draft technical sections of project proposals in compliance with World Bank and GPE requirements.
- Collaborate with national
education stakeholders to ensure sustainable implementation.
In addition to technical design work, the Education Technical Expert will provide advisory support to national and sub-national education stakeholders. This includes collaboration with Ministries of Education, development partners, and implementing organizations to promote ownership, capacity building, and institutional strengthening.
The role emphasizes practical implementation, ensuring that frameworks and tools developed during the consultancy are realistic, scalable, and adaptable to Liberia’s education context.
Qualifications & Experience
Minimum Requirements:
- Master’s degree (or higher) in Education, Curriculum Design, or related field.
- At least 10 years of professional experience in literacy/numeracy program design and implementation.
- Demonstrated expertise in TLM and TPD frameworks.
- Proven experience with World Bank or GPE-funded education projects.
- Strong understanding of inclusive and gender-responsive education practices.
Desirable:
- Experience working in fragile or low-resource contexts, especially in West Africa.
- Knowledge of accelerated learning methodologies for overage learners.
- Familiarity with safeguarding, SRGBV prevention, and SRHR integration in education systems.
