Overview
The Clinton Health Access Initiative (CHAI) is a global health organization dedicated to saving lives and improving health systems in low- and middle-income countries. Since its founding in 2002, CHAI has expanded from addressing the HIV/AIDS crisis to tackling a wide range of global health challenges—including malaria, tuberculosis, cancer, diabetes, hypertension, maternal and child health, and nutrition.
CHAI works in close partnership with governments to strengthen national health systems, reduce costs of essential medicines, and ensure sustainable access to quality healthcare. In Rwanda, CHAI supports the government in realizing its Universal Health Coverage (UHC) goals through innovative and data-driven health programs.
About the Program
Rwanda’s Health Sector Strategic Plan (HSSP V) envisions equitable, quality health services for all citizens. CHAI Rwanda partners with the Ministry of Health (MoH) and the Rwanda Medical Supply Ltd (RMS) to strengthen supply chains, health workforce capacity, and sustainable healthcare financing.
Through its Health System Strengthening (HSS) programs, CHAI focuses on ensuring essential medicines, medical equipment, and reproductive health supplies are accessible and efficiently managed across the country.
Position Overview
CHAI Rwanda seeks an experienced Senior Technical Advisor, Supply Chain to provide expert guidance in improving the management of essential medical supplies, laboratory, and reproductive health commodities. The advisor will collaborate with the Ministry of Health, Rwanda Medical Supply (RMS), and other key stakeholders to optimize procurement, inventory, and distribution systems.
This role requires strong leadership, strategic planning, and analytical skills to build resilient health supply systems and ensure efficient service delivery across Rwanda.
Key Responsibilities
1. Supply Chain Strategy and Optimization
- Analyze and improve supply chain processes for medical and laboratory commodities.
- Design strategies for procurement, logistics, and inventory control.
- Establish and monitor key performance indicators (KPIs).
- Ensure compliance with regulatory standards and procurement policies.
2. Systems Development and Integration
- Support integration of supply chain tools with national health information systems.
- Oversee software implementation for inventory tracking and forecasting.
- Train government and facility staff on digital logistics systems.
3. Quality Assurance and Risk Management
- Develop and enforce quality standards for SRH and medical supplies.
- Conduct audits and manage supplier risk mitigation plans.
- Collaborate with vendors to ensure reliable, compliant products.
4. Capacity Building
- Identify skills gaps and design capacity-building initiatives.
- Provide mentorship and coaching to MoH and RMS staff.
- Facilitate workshops and training to promote sustainable supply chain practices.
5. Stakeholder Engagement
- Represent CHAI in supply chain forums and technical working groups.
- Strengthen partnerships with donors, INGOs, and government bodies.
- Advocate for data-driven and sustainable supply chain policies.
6. Monitoring and Evaluation
- Develop and execute M&E frameworks for supply chain performance.
- Generate analytical reports to inform continuous improvement.
- Use data insights to enhance supply chain efficiency and accountability.
Qualifications
- Master’s degree in Supply Chain Management, Logistics, or related field.
- Minimum 8 years’ experience in supply chain or procurement management, preferably in Sub-Saharan Africa.
- Strong leadership and stakeholder engagement skills.
- Proficiency in ERP systems, MS Excel, and analytics tools.
- Fluency in English; knowledge of French or Kinyarwanda is an advantage.
Desirable Skills
- Experience working with international NGOs and government partners.
- Understanding of Rwanda’s public health system.
- Strong analytical, planning, and communication skills.
Salary and Benefits (Estimated)
- Monthly Salary: RWF 4,000,000 – 6,000,000 (depending on experience)
