Position Overview: Senior Technical Advisor (STA)
Jhpiego Nigeria seeks a Senior Technical Advisor (STA) to provide strategic and technical leadership for its Global Health Security (GHS) initiatives. The STA will guide national efforts to strengthen International Health Regulations (IHR) core capacities, enhance disease surveillance systems, and support public health emergency preparedness.
The role will be based in Abuja, Nigeria, with up to 25% travel to project sites.
The Senior Technical Advisor will report directly to the Project Director – GHS and supervise state surveillance officers and epidemiology teams.
Key Responsibilities
1. Strengthening Surveillance and Health Security Systems
- Provide technical assistance to implement IHR surveillance requirements and support integrated disease surveillance using the IDSR framework.
- Strengthen and coordinate event-based and community-based surveillance systems.
- Support NCDC and State Ministries of Health in real-time data sharing, verification, and risk assessments.
- Establish and manage a subnational network to enhance early warning information systems.
2. Epidemiology, Data Analytics, and Policy Development
§ Oversee the generation and analysis of surveillance data to guide decision-making.
§ Lead the design of analytics dashboards, data visualization tools, and performance indicators.
§ Conduct epidemiological analyses to identify disease trends and risk patterns.
§ Produce high-quality technical documents, policy briefs, and scientific publications.
§ Facilitate dissemination of surveillance data to inform policy and resource mobilization.
3. AMR Surveillance and One Health Integration
§ Lead antimicrobial resistance (AMR) containment and promote rational antibiotic use.
§ Coordinate integration of AMR data (Com-WATCH, DHIS2, SORMAS) into national surveillance systems.
§ Strengthen One Health partnerships across human, animal, and environmental sectors.
§ Collaborate with NAFDAC, PCN, VCN, and NCDC on AMR governance and harmonization.
4. Public Health Emergency Preparedness (PHEPR)
§ Provide technical guidance for strengthening Public Health Emergency Operations Centers (PHEOCs).
§ Support outbreak responses for diseases such as Lassa Fever, Anthrax, Mpox, and CSM.
§ Lead risk communication and simulation exercises to enhance emergency readiness.
5. Capacity Building and Mentorship
§ Supervise and mentor state surveillance and epidemiology teams.
§ Conduct training in biosafety, biosecurity, AMR, data analytics, and outbreak management.
§ Implement continuous quality improvement (CQI) and learning mechanisms.
6. Social Mobilization and Platform Adoption
§ Drive awareness and adoption of the Com-WATCH platform among health workers.
§ Build trust through engagement with community leaders and private-sector networks.
§ Oversee behavior change campaigns promoting antibiotic stewardship and community vigilance.
Required Qualifications
- Master’s degree in Public Health, Epidemiology, or International Development.
- Minimum 10 years’ experience in public health surveillance, M&E, or health information systems.
- Strong understanding of GHS, IHR, and One Health frameworks.
- Proven experience with digital health platforms (DHIS2, SORMAS, IDSR).
- Proficiency in Microsoft Office, data software, and scientific writing.
- Excellent communication, leadership, and presentation skills.
- Willingness to travel up to 25% of the time.
