Regional Overview
The Central Africa and Gulf of Guinea region is one of the organization’s largest regional programs, covering the Democratic Republic of Congo, Republic of Congo, Gabon, and Rwanda. The region faces complex conservation challenges—from biodiversity loss to illegal wildlife trade.
Through partnerships with governments, communities, and donors, the organization supports protected area management, community-based conservation, livelihood enhancement, and sustainable financing. The Rwanda regional hub in Kigali serves as a growing coordination center, supporting country programs and providing technical expertise.
Job Purpose
The Regional Law Enforcement Advisor will strengthen and oversee law enforcement operations in key conservation areas where the organization maintains collaborative management partnerships. The advisor will ensure these programs are well-staffed, strategically managed, and aligned with international best practices, including human rights standards and security compliance.
This position offers a meaningful opportunity to contribute to wildlife protection, improve ranger training, and promote sustainable conservation systems in the Central African region.
Key Responsibilities
- Lead, design, and evaluate law enforcement and wildlife protection strategies across Central Africa.
- Provide expert guidance on operational planning, risk assessment, and ranger training.
- Support capacity-building initiatives for site-based teams and ensure best practices are followed.
- Develop strategies to address staff capacity gaps and enhance local recruitment processes.
- Implement intelligence-led decision-making tools and track law enforcement metrics across sites.
- Promote the effective use of conservation technologies such as SMART and Earth Ranger.
- Support the integration of security assessments and development of regional safety frameworks.
- Facilitate cross-learning programs among protected area teams and support induction training.
- Coordinate with regional management and protected area directors to maintain quality reporting and compliance.
Qualifications & Experience
- Minimum 10 years’ experience managing or advising law enforcement operations, preferably in protected areas.
- Proven leadership in strategic planning, risk analysis, and team training.
- Strong understanding of intelligence-led law enforcement and monitoring systems.
- Familiarity with international human rights standards in law enforcement.
- Demonstrated success working with governments and community partners.
- Fluency in French required; English proficiency is an asset.
- Willingness to travel extensively across the Central Africa region.
