About the LEAP Global Program
The Long-term Exceptional Technical Assistance Project (LEAP Global) — a joint initiative between ZemiTek, LLC and Dexis Consulting Group — was initially launched under USAID to combat infectious diseases such as HIV/AIDS, malaria, tuberculosis, and pandemic influenza.
As of July 1, 2025, the project transitioned to the U.S. Department of State (DOS), continuing its mission to strengthen national infectious disease programs through embedded technical advisors who support sustainable, country-led health systems.
Position Overview: PEPFAR Transition Advisor (Rwanda)
The PEPFAR Transition Advisor will support both the U.S. and Rwandan Governments in overseeing the transition of PEPFAR-supported programs to local ownership. The role ensures that Rwanda’s national institutions are fully prepared to manage and sustain the HIV/AIDS response post-transition — while maintaining the remarkable gains achieved under PEPFAR.
You will lead coordination, technical oversight, and stakeholder engagement to ensure a smooth, transparent, and sustainable transition.
Key Responsibilities
- Lead the design and execution of Rwanda’s PEPFAR transition plan.
- Build and sustain partnerships with Rwanda Biomedical Center (RBC), government ministries, NGOs, and private sector stakeholders.
- Facilitate regular coordination meetings between the U.S. Embassy and Government of Rwanda.
- Provide strategic technical guidance and ensure the alignment of all PEPFAR resources with U.S. government directives.
- Track deadlines and milestones for handover of PEPFAR-supported programs.
- Oversee transparent monitoring and evaluation of transition activities.
- Prepare regular data-driven reports and briefings for both U.S. and Rwandan leadership.
- Identify and address risks or gaps in the transition process.
- Promote sustainability initiatives that strengthen Rwanda’s national HIV/AIDS response capacity.
Reporting Structure
The Advisor will:
- Report daily to the Head of HIV/AIDS, Disease Prevention and Control Department at the Rwanda Biomedical Center (RBC).
- Submit monthly reports to the U.S. Department of State (DOS) by the 5th of each month.
- Participate in weekly progress calls with DOS staff and provide concise progress updates.
Qualifications & Skills
- Education: Master’s degree or higher in Public Health, Global Health Policy, International Development, or a related field.
- Experience: At least 5 years in global health, HIV/AIDS program management, or public health systems strengthening.
- Proven expertise in project management, monitoring & evaluation, and interagency coordination.
- Strong understanding of HIV/AIDS service delivery in Sub-Saharan Africa, preferably Rwanda.
- Excellent verbal and written communication skills in English (Kinyarwanda or French an advantage).
- Experience working with U.S. government-funded programs (preferred).
