Context of the position:
SOS Children’s Villages Rwanda is an independent member association affiliated to the SOS Federation. SOS Children’s Villages Rwanda leverages existing community resources to strengthen quality childcare and protection through a holistic continuum of care tailored to orphans, vulnerable children, and their families. SOS Children’s Villages Rwanda actively advocates for the promotion of childcare and child protection. In Rwanda, SOS Children’s Villages operate in four locations based in Gasabo, Gicumbi, Kayonza and Nyamagabe Districts. To further fulfil the above-mentioned responsibilities, SOS Children’s Villages Rwanda is seeking for one (01) competent Project Manager, for its Green Project to base in Kigali at the National Office.
JOB PURPOSE:
Through HGFD, SOS Children’s villages Rwanda has acquired a three-year grant to implement a “Green Project” aimed at promoting green employability and green skills among young people (youth) in Rwanda. The project aligns and reinforces SOS Rwanda’s youth empowerment program which focuses on youth employability and labor market integration and the Project Manager has the overall responsibility for day-to-day management and implementation of the assigned project and ensure coordination and collaboration with IPD projects implemented in SOS Children’s Villages Rwanda.
Main responsibilities:
The Project Manager will therefore be responsible for the following tasks:
• Oversee the implementation of Green Project across all three districts (Bugesera, Nyagatare, and Kayonza).
• Lead the design, planning, organization and execution of project activities.
• Provide supervision and technical support to project staff, oversee
recruitment of qualified staff, conduct performance appraisals and
quarterly check-ins on staff goals.
• Support FS Program Manager in the development of services and
interventions in the frame of green regeneration for family
strengthening.
• Liaise with the project field team and local authorities to conduct
comprehensive assessments of children and families at risk of
separation.
• Oversee all monitoring and evaluation for project activities, checking
progress against expected outcomes and the project’s theory of change
• Participate and contribute to audits, evaluations, reviews, follow up on recommendations and findings.
• Develop annual and quarterly work plans for the project and support
field officers in developing detailed operational plans and associated
documentation.
• Manage human and financial resources to achieve project results in line with project outputs and activities.
• Oversee budget tracking and program monitoring.
• Provide narrative progress reports, financial reports and donor-required documentation.
• Produce and disseminate success stories, impact videos and related outputs.
• Support project team in improving and maintaining a compliance culture with operational policies, processes and procedures.
• Provide expert guidance on Climate Smart Agriculture practices such as
agroforestry, climate-resilient crops, conservation agriculture and
sustainable livestock management.
• Work closely with RAB, MINAGRI, local government and other partners to
align project activities with national agriculture and climate change
strategies and policy.
• Promote and advocate for Climate Smart Agriculture adoption through
dialogue, evidence generation and dissemination of success stories.
• Train, mentor and support farmers, cooperatives and project staff to
adopt Climate Smart Agriculture practices and sustainable
agri-businesses.
• Track progress of CSA interventions, document lessons learned and ensure adaptive learning for improved project delivery.
Quality Management, Monitoring and Evaluation
• Manage the implementation of effective monitoring and evaluation,
information and reporting systems as well as communication strategy for
the assigned project.
• Monitor national context, emergence of stakeholders and actualization of risks that have implications for the project.
• Assist Field Officers to increase capacity in high quality reporting and meeting Donor agreed reporting deadlines
• Create work-plans for Project’s teams to execute against Projects targets.
• Conduct Budget versus Actuals quarterly and define corrective actions.
• Provide weekly plans & reports to track productivity and quality
of service; coordinate the review the Projects performance metrics to
inform decision making.
• Providing reports (quarterly, annual) and any other related
information as may be required by the donor in a timely and accurate
manner
• Compile a summary of lessons learnt and experiences for further
development of recommendations to ensure better quality of project’s
outputs.
• Formulate a plan for targeted monitoring engagement to support in the supervision and monitoring the results on the field.
• Ensure midterm and end term evaluations are undertaken properly aligned with SOS Children’s Villages in Rwanda standards
• Timely submission of donor reports
• Effective management of budget (reduce unnecessary over/under spending)
• Tight monitoring of targets & reporting on indicators
Human Resource Development
• Conduct performance reviews for direct subordinates and build their capacity.
• Assist in the hiring and training of new Project staff (field officers).
• Provide oversight on training plans, personnel management and resource management.
• Support in Filling the knowledge gaps through additional training and professional development programs
REQUIRED QUALIFICATION AND COMPETENCIES
• Bachelor’s degree in Project Management, Development Studies, Agriculture or any other related field.
• At least five (05) years of progressive work experience managing development projects.
REQUIRED COMPENTENCIES
• Experience in project management cycle
• Positive and professional approach
• Ability to work independently, self-organize, use initiative, fulfill commitments and meet deadlines.
• Good written and verbal communication skills, including written and spoken English; French would be an added value
• Well-developed facilitation, group leadership and presentation skills
• Computer literacy (MS Word, Excel, PowerPoint,)
• Ability to develop guidelines and tools and oversee their implementation
• A team player who is culturally astute, respectful and tolerant
• Experience in using applied social research skills (quantitative and qualitative).
• Ability to work under pressure and on short deadlines
• Ability to work effectively in a multi-site organisation with a matrix structure and a geographically dispersed team
• Additional skills to support FS families would be added value
