About the Role

The United Nations Department of Economic and Social Affairs (UNDESA) is seeking a National Consultant – Qualitative Citizen Data to support research, analysis, and stakeholder engagement in Kenya.

In this role, you’ll help design national guidelines and validation criteria for producing qualitative citizen data that align with both local and global standards. You will work closely with the Kenya National Bureau of Statistics (KNBS) to strengthen data collection practices that inform gender and governance reporting.

Key Responsibilities

  • Conduct an in-depth desk review of relevant frameworks and policies in Kenya related to gender, governance, and public participation.
  • Collaborate with KNBS, UN agencies, and civil society to co-create practical guidelines for collecting and using qualitative citizen data.
  • Develop and validate criteria that help Kenya’s national institutions adopt reliable citizen-generated data for official reporting.
  • Organize stakeholder consultations and workshops to review and approve the developed tools and guidelines.
  • Produce final reports, case studies, and recommendations to strengthen KNBS’s capacity in qualitative data management.

 Expected Deliverables

  • By January 1, 2026: Work plan and literature review.
  • By February 15, 2026: Draft qualitative citizen data guidelines and validation criteria.
  • By March 31, 2026: Final report, workshops, and presentation of validated guidelines.

 Qualifications and Skills

  • Advanced degree in Statistics, Social Sciences, Development Studies, or a related field.
  • Proven experience in qualitative data collection and analysis, preferably within Kenya or Sub-Saharan Africa.
  • Strong understanding of citizen-generated data, gender, and governance issues.
  • Excellent communication and report-writing skills.
  • Ability to work collaboratively with government agencies, NGOs, and international partners.

 Work Location

This position is based in Nairobi, Kenya with field consultations as required.
