About the YEA-R Program
The Youth Entrepreneurship in Agriculture Rwanda (YEA-R) program is a five-year initiative funded by the Mastercard Foundation and implemented by SNV Netherlands Development Organisation. Its goal is to generate 40,000 dignified jobs for youth across the horticulture and poultry value chains.

Job Summary
- Position: Project Manager – YEA-R Program
- Organization: Afro Ark Rwanda
- Duty Station: Kigali (with regular travels to Nyamasheke, Ngororero, Musanze, Rutsiro & Bugesera)
- Reports to: Executive Director
- Contract Type: Fixed-term (Renewable)

Key Responsibilities
Program Leadership & Management
· Manage and supervise project staff while ensuring alignment with donor and organizational priorities.
· Ensure program implementation meets timelines, quality benchmarks, and operational standards.
Financial & Compliance Oversight
· Prepare accurate and timely reports for partners and donors.
Monitoring, Reporting & Learning
· Produce gender-responsive reports with clear analysis and recommendations.
Capacity Building & Community Engagement
· Strengthen collaborations with government institutions, CSOs, private sector players, and community leaders.
Qualifications & Experience
Minimum Requirements
· At least 5 years’ experience in project management (NGO/Donor-funded projects).
· Experience working in youth empowerment, GESI, or agricultural value chains.
· Strong leadership, budgeting, and coordination skills.
· Excellent communication skills in Kinyarwanda and working knowledge of English (French is an added advantage).
· Willingness to travel frequently for fieldwork.
Desirable Attributes
· Demonstrated integrity in handling gender and safeguarding issues.
· Ability to manage complex partnerships and represent the organization effectively.
Salary & Benefits (Estimated Range)
While Afro Ark may not publicly disclose the salary range, similar Project Manager roles in Rwanda (donor-funded projects) typically offer:
Estimated Gross Salary Range:
RWF 2,000,000 – 3,800,000 monthly
