Organizational Context
WFP Rwanda works with the government to enhance food security, nutrition, and sustainable livelihoods. Current efforts include:
- Food and nutrition assistance for 135,000+ refugees, asylum seekers, and returnees
- Strengthening national disaster risk management and social protection programs
- School meals and nutrition programs
- Emergency preparedness and response initiatives
The challenge: Rwanda faces a triple burden of malnutrition: undernutrition, micronutrient deficiencies, and overweight/obesity. Stunting affects 33% of children, with anemia prevalence near 37%. To address these issues systematically, Rwanda requires a comprehensive National Food Fortification Policy.

Background
Rwanda has made progress in nutrition through programs like:
- Micronutrient supplementation
- Universal salt iodisation
- Biofortified crops (beans, fruit trees)
- Large-scale food fortification (LSFF)
- School feeding and kitchen garden initiatives
However, the country lacks a comprehensive national policy to coordinate and enforce food fortification strategies.
Purpose of the Role
The Programme Policy Officer will:
- Lead development of the National Food Fortification Policy, including LSFF and Biofortification
- Provide clear strategic direction, regulatory guidance, and implementation frameworks
- Strengthen national nutrition efforts and improve public health outcomes
Objectives
- Review existing policies, strategies, and regulatory frameworks (NST2, PSTA5, MINAGRI, MOH)
- Conduct stakeholder mapping and consultations
- Propose regulatory and institutional frameworks for mandatory LSFF and Biofortified foods
- Develop policy options, strategies, and an implementation plan
- Draft, validate, and finalize the National Food Fortification Policy
Key Responsibilities
- Situational Analysis
- Desk review of national nutrition data and micronutrient deficiencies
- Assess existing fortification programs and industry readiness
- Analyze consumer patterns and socioeconomic factors
- Policy and Regulatory Review
- Review national policies, frameworks, and international standards (EAC, COMESA, AU)
- Identify gaps and opportunities in current food fortification policies
- Stakeholder Consultations
- Engage ministries, NGOs, and private sector stakeholders
- Gather input for high-impact policy interventions
- Policy Development & Drafting
- Identify feasible mandatory fortification options
- Design quality assurance, monitoring, and enforcement mechanisms
- Conduct feasibility and cost-benefit analyses
- Draft the policy document, including vision, objectives, institutional roles, M&E, and financing
- Validation & Finalization
- Present draft policy for stakeholder validation
- Incorporate feedback to produce a print-ready final document

Required Qualifications
- Advanced degree in Public Health, Nutrition, Food Science, Public Policy, or related field
- 7–10 years’ experience in nutrition policy development
- Proven expertise in food fortification, food safety, or regulatory frameworks
- Knowledge of Rwanda’s health and nutrition landscape
- Strong analytical, research, and report-writing skills
- Note: Only Rwanda nationals are eligible
