Girl Effect is inviting qualified individual consultants to submit proposals for prequalification to its Monitoring, Evaluation, Research, and Learning (MERL) Consultant Roster.

This is a global Request for Proposal (RFP) designed to establish a diverse, high-quality pool of MERL experts who may be engaged on future projects across Africa and Asia. Successful applicants will be placed on a preferred vendor roster and invited to bid for assignments on a rolling basis.

This opportunity is ideal for experienced MERL professionals, independent consultants, and research specialists with strong technical skills and contextual experience in social and behavioural change programming.

ØPurpose of the MERL Consultant Roster

The primary objective of this RFP is to pre-qualify individual consultants who can provide high-quality MERL services aligned with Girl Effect’s programming needs.

By establishing a prequalified roster, Girl Effect aims to:

  • Streamline procurement processes
  • Rapidly mobilize MERL expertise
  • Ensure methodological rigor and ethical standards
  • Strengthen evidence-based decision-making

Consultants on the roster will be invited to submit project-specific proposals as opportunities arise.

Ø Scope of Work – What You’ll Do

Selected consultants may be engaged to deliver one or more of the following services, depending on project needs:

Ø Evaluation

  • Design and conduct baseline, midline, and endline evaluations
  • Implement RCTs, quasi-experimental designs, and theory-based evaluations
  • Apply contribution analysis and complexity-aware approaches

 ØMonitoring

  • Develop MERL frameworks, theories of change, and indicator matrices
  • Design and manage data collection systems
  • Produce high-quality analytical reports and dashboards

Ø Research

  • Conduct formative research, assessments, and literature reviews
  • Perform qualitative, quantitative, and mixed-methods analysis
  • Translate evidence into actionable program insights

Ø Learning & Adaptive Management

  • Facilitate learning workshops and knowledge-sharing sessions
  • Support content testing, co-creation, and writer immersion processes
  • Strengthen adaptive programming through evidence use

 Specific deliverables will be defined per assignment and agreed contractually.

Ø  Who Should Apply – Consultant Profile

ü  Experience

  • Demonstrated MERL consultancy experience, ideally in Ethiopia, Kenya, Nigeria, Tanzania, South Africa, and/or India
  • Strong background in equity-centred and locally grounded MERL approaches
  • Experience working with local researchers and institutions

Ø  Technical Expertise

  • Advanced skills in monitoring, evaluation, research, and learning
  • Proficiency in qualitative, quantitative, and mixed-methods analysis
  • Ability to synthesize findings for strategic decision-making

 Consultants are responsible for their own taxes and statutory obligations.

  2. Expression of interest and consultant overview
  3. Consultant profile (experience, competencies, years in practice)
  4. Past MERL assignments (last 3 years) with references
  5. Approach & methodology
  6. Sample MERL report (redacted if needed)
  7. Financial proposal (daily/hourly rates)

Ø  Selection & Evaluation Criteria

Proposals will be assessed using the following weighted criteria:

  • Relevance and quality of past experience
  • Technical methodology and approach
  • Consultant qualifications
  • Cost-effectiveness
  • Ability to deliver timely, high-quality MERL outputs

 Technical proposal weighting: 75%
Only consultants scoring 75% or higher will be included in the roster.

  • Ensure informed consent and confidentiality
  • Use secure data storage and transfer protocols
