Role Purpose — What You Will Do
As the Technical Advisor – Enterprise Development, you will provide senior-level technical guidance to CARE Rwanda’s programs. Your role will involve designing inclusive enterprise strategies, enhancing program quality, and supporting partners to deliver impactful entrepreneurship development services.
Key Responsibilities
Your main duties will include:
1. Strategic Program Leadership
- Lead the design, implementation, and review of enterprise development frameworks and tools.
- Promote inclusive business development approaches focused on women and youth.
- Integrate gender equality and social inclusion into enterprise models.
2. Program Quality & Impact
- Ensure strong Monitoring, Evaluation, Accountability, and Learning (MEAL) systems.
- Guide teams to design evidence-based interventions.
- Support donor compliance and program reporting.
3. Capacity Building & Technical Support
- Conduct targeted training for CARE staff and implementing partners.
- Mentor field teams to strengthen enterprise development skills.
- Provide on-site coaching and continuous improvement support.
4. Innovation, Research & Learning
- Test new inclusive business models and scalable enterprise solutions.
- Document best practices and drive internal knowledge-sharing.
- Support resource mobilization and proposal development.
5. Partnerships & Representation
- Represent CARE in national and regional enterprise and livelihood platforms.
- Build strong relationships with government institutions, donors, and private-sector actors.
- Advocate for policies that promote economic opportunities for vulnerable populations.
Required Qualifications & Experience
Education Requirements:
- Bachelor’s Degree in Enterprise Development, Development Management, Business Management, Social Sciences, or a related field.
- Master’s Degree in Development Studies, Economics, or related fields (strong advantage).
- Professional certification in Project Management (PIMM) is a plus.
Experience:
- Minimum 8 years of relevant experience in enterprise or entrepreneurship development.
- At least 4 years of hands-on experience in program strategy, staff training, or capacity strengthening.
- Proven track record in designing development programs, managing partnerships, and working with government/donor-funded projects.
Technical Competencies:
- Strong project management and coordination skills.
- Deep understanding of poverty analysis, market systems, and inclusive economic development.
- Excellent communication and analytical abilities.
- Advanced proposal writing and reporting expertise.
Estimated Salary & Benefits (Rwanda NGO Sector Benchmark)
While CARE International may not publicly disclose salary scales, based on the Rwandan NGO professional market, similar senior-level advisor roles typically fall between:
Estimated Monthly Salary: RWF 2,500,000 – 4,200,000
