Job Description
IDEV.3 is seeking to engage a high-performing graphic design firm to provide long-term creative design and visual communication services. The firm will support the division in achieving its strategic objectives by developing and implementing impactful visual communication products that effectively convey IDEV’s messages and enhance its visibility.
A. Background Objectives
The African Development Bank (AfDB) is the continent’s premier multilateral development finance institution. Its primary goal is to reduce poverty and improve living standards by mobilizing resources in and outside Africa and providing financial and technical assistance for development projects and programs within Africa.
The overarching mission of Independent Development Evaluation (IDEV) at the African Development Bank Group is to enhance the development effectiveness of the Bank’s interventions in its regional member countries (RMCs) through independent and influential evaluations of all aspects of the Bank’s work. It also engages in proactive evaluation partnerships and knowledge-sharing activities. IDEV has 3 core objectives: promoting learning from evaluations, accountability, and promoting an evaluation culture. It comprises three divisions. IDEV.1 and IDEV.2 focus on undertaking evaluations while IDEV.3, the Knowledge Management, Outreach, and Capacity Development Division, is responsible for knowledge management, dissemination, and outreach activities around IDEV evaluations, and for supporting the development of evaluation capacities both in the Bank and in its Regional Member Countries.
In this context, IDEV.3 is seeking to engage a high-performing graphic design firm to provide long-term creative design and visual communication services. The firm will support the division in achieving its strategic objectives by developing and implementing impactful visual communication products that effectively convey IDEV’s messages and enhance its visibility.
B. Scope of work
Assist with the layout and graphic design of evaluation knowledge products and related communication materials for publication and dissemination. Tasks will include the following:
I. Propose draft cover pages reflecting the subject matter of the documents.
II. Propose design and layout presentations for text, graphs, figures, illustrations, infographics, boxes, and photographs.
III. Propose a selection of colors and tones that will highlight the information contained in the publications.
C. Deliverables Expected
Each product shall undergo review iterations with IDEV’s Knowledge Management and Communications team to ensure accuracy, branding alignment, and linguistic consistency across languages. The firm shall commit to agreed turnaround times and maintain flexibility to accommodate urgent assignments.
The firm shall carry out quality control in both English and French prior to each submission of proofs to the Bank’s team for verification. In products with established layout conventions, the firm should take the initiative to apply generic text such as inside cover information, and product-specific text such as dates and titles, in both languages.
The firm will be required to submit final products in electronic format for both print and digital use as necessary. The firm will also systematically provide the design files (e.g. Adobe Illustrator / InDesign, QuarkXPress) for each product.
For each item, the firm shall first provide an estimate of the time required to deliver the product as well as a cost estimate for approval by IDEV.
All products, including graphic design and art elements, produced by the firm for the AfDB shall be the intellectual property of the AfDB.
D. Duration and Timetable for the Assignment
The duration of the assignment is for one (1) year, on an as-needed basis. Work will be sent to the consultants as evaluation reports and related products are ready, or as needed for events or other activities; this is likely to be on an irregular basis.
E. Bank Contribution and Institutional Arrangement
The African Development Bank Group, through Independent Development Evaluation (IDEV), will provide strategic direction, content, and quality oversight for all graphic design assignments to ensure alignment with AfDB’s branding and communication standards. It will review and approve deliverables at various stages, covering both language quality and design consistency, and will retain full ownership of all final products and source files.
