JOB SUMMARY
The Project Officer (Dairy Value Chain Development
Project) will play a vital role in supporting the implementation,
coordination, and monitoring of project activities aimed at strengthening
dairy production systems, improving household incomes, and enhancing food
security in Borno State, Nigeria.
The role focuses on hands-on field engagement, working
closely with local communities, cooperatives, extension agents, government
authorities, and technical partners to deliver high-quality project
outcomes. The officer will ensure that activities across livestock
management, fodder production, artificial insemination, market linkage, and
cooperative strengthening are executed efficiently and sustainably.
This position offers a unique opportunity to

The Dairy Value Chain Development Project is designed
to strengthen local dairy systems by improving livestock productivity,
supporting fodder production, enhancing milk hygiene practices, promoting
cooperative development, and facilitating access to markets. Through
integrated community-based approaches, the project seeks to rebuild
livelihoods, increase household incomes, and improve nutritional outcomes
among vulnerable populations.
The program also integrates environmental
sustainability by supporting biodigester installation and eco-friendly
briquette production, reducing dependence on firewood and promoting clean
energy solutions. These interventions contribute to climate resilience,

PURPOSE OF THE CONSULTANCY
Programme Background & Impact
The Project Officer will support day-to-day field
operations across Mafa Local Government Area (LGA). The role ensures project
alignment with donor requirements, FRAD operational standards, and
humanitarian accountability frameworks.
The officer will serve as a bridge between technical
teams, government partners, community structures, cooperatives, and
beneficiaries. Through effective coordination and supervision, the officer
will contribute to high-quality project delivery, community ownership, and
long-term sustainability.
This role directly supports vulnerable households,
pastoralists, women, and youth by enabling access to livestock assets,
agricultural knowledge, and market opportunities.

KEY RESPONSIBILITIES
Project Implementation & Coordination
- Support
planning, coordination, and execution of all field activities across
dairy production, fodder development, AI services, biodigester
installation, and market linkage initiatives.
- Work
closely with livestock officers, extension agents, and technical
consultants to deliver training in animal husbandry, milk hygiene,
fodder production, and feed formulation.
- Facilitate
the distribution of livestock, feed starter packs, seeds, tools, and
dairy equipment to selected beneficiary households.
- Support
the establishment and strengthening of dairy cooperatives, village
savings and loan associations (VSLAs), and producer groups.
- Coordinate
community sensitization, beneficiary targeting, and mobilization in
collaboration with RUGA management and local authorities.
Monitoring, Reporting & Documentation
- Track
project progress using FRAD’s Monitoring, Evaluation, Accountability,
and Learning (MEAL) tools.
- Collect
and verify field data on milk yield, fodder production, AI success
rates, training attendance, and market engagement.
- Prepare
weekly, monthly, and quarterly progress reports for internal review and
donor reporting.
- Support
baseline, midline, and endline assessments.
- Document
success stories, case studies, challenges, and lessons learned.
Stakeholder Engagement
- Maintain
strong working relationships with community leaders, dairy farmers,
cooperatives, youth groups, and women associations.
- Liaise
with Borno State Ministry of Livestock, BOLMA, AI centers, and partner
organizations.
- Facilitate
market linkage initiatives connecting producers to traders, processors,
and distributors.
Training & Capacity Building
- Support
training delivery on:
- Dairy
farming and milk hygiene
- Fodder
production and seed multiplication
- Financial
literacy and bookkeeping
- Cooperative
governance and VSLA management
- Biodigester
operation and eco-friendly briquette production
- Ensure
inclusive participation of women, youth, and persons with disabilities.GIZ – Sustainable Agriculture Programs
Logistics & Operational Support
- Coordinate
logistics for training sessions, community meetings, and distributions.
- Ensure
documentation and compliance with procurement and distribution
guidelines.
- Support
procurement processes and vendor coordination.
REQUIRED QUALIFICATIONS & EXPERIENCE
Essential Qualifications
- Doctor
of Veterinary Medicine, Bachelor’s degree in Agriculture, Animal
Science, Rural Development, Environmental Science, or related fields.
- Minimum
of 3–4 years experience in NGO project implementation.
- Experience
working in humanitarian or development settings in Northeast Nigeria.
- Strong
knowledge of livestock management and dairy value chains.
- Experience
in community mobilization, training facilitation, and stakeholder
coordination.
- Ability
to collect and manage accurate field data.
- Fluency
in English; Hausa and/or Kanuri is a strong advantage.
- Willingness
to work in remote and hard-to-reach communities.
Desirable Experience
- Experience
working on GIZ-funded or similar donor-funded programs.
- Knowledge
of fodder production systems and artificial insemination services.
- Experience
supporting cooperatives, VSLAs, and market linkage activities.
- Familiarity
with safeguarding, protection mainstreaming, and gender inclusion
frameworks.
