JOB SUMMARY
The Food Security Policy Analyst role at FAO in Abuja, Nigeria, is a senior consultancy position focused on advancing food systems transformation and Sustainable Development Goals (SDGs). Addressing these challenges requires coordinated national policy frameworks, data-driven planning, and inclusive stakeholder engagement. Through the UN Joint SDG Fund, FAO plays a leadership role in guiding systemic food system reforms.
The Food Security Policy Analyst supports this mission by providing high-level technical input into national food systems planning, institutional coordination, and policy implementation. The role ensures alignment between national strategies, international development frameworks, and Sustainable Development Goal commitments.
PURPOSE OF THE CONSULTANCY
The UN Joint SDG Fund is the UN’s flagship financing mechanism designed to accelerate progress toward the Sustainable Development Goals. In Nigeria, the Fund supports food system transformation through multi-agency collaboration involving FAO, IFAD, WFP, and UNICEF.
As the lead agency, FAO coordinates governance and institutional reforms through the National Food System Transformation Support Facility (NFSTSF). This consultancy directly strengthens coordination platforms at federal and state levels, ensuring cohesive food systems governance and strategic alignment.
Through policy analysis, coordination frameworks, and monitoring systems, this role directly contributes to reducing food insecurity, improving nutrition outcomes, and strengthening agricultural livelihoods nationwide.

KEY RESPONSIBILITIES
National Food Systems Coordination & Governance
- Provide technical support to the National Food System Transformation Support Facility (NFSTSF).
- Support national and sub-national coordination mechanisms for food systems reform.
- Strengthen alignment between FAO, UN agencies, government bodies, and development partners.
- Support zonal food system stock-taking exercises and inter-ministerial coordination meetings.
Policy Development, Monitoring & Strategic Planning
- Contribute to national food systems policy analysis, design, and implementation strategies.
- Develop dashboards and monitoring tools for food systems pathways and SDG indicators.
- Support institutionalization of financing mechanisms using the Financing for Food Systems (3FS) framework.
- Establish tracking systems for partner contributions, investments, and program outputs.
Stakeholder Engagement & Capacity Building
- Coordinate multistakeholder review workshops and policy dialogue forums.
- Support institutional alignment with the Presidential Food System Coordination Unit.
- Facilitate engagement with donors, NGOs, private sector actors, and civil society organizations.
SOP Development & Operational Frameworks
- Support development of Standard Operating Procedures (SOPs) for national and state-level food systems coordination.
- Draft terms of reference, budgets, and roadmaps for SOP implementation.
- Provide technical review and policy advisory support to relevant government stakeholders.
QUALIFICATIONS & REQUIREMENTS
Academic & Professional Background
- Advanced university degree in Agriculture, Public Policy, Economics, Agri-food Systems, Development Studies, or related fields.
- Minimum of 10 years professional experience in development policy, food security, or agricultural systems.
- Nigerian nationality (as required by recruitment policy).
- Excellent working knowledge of English.
Technical & Functional Skills
- Strong expertise in agrifood systems transformation and SDG programming.
- Advanced policy analysis and research skills.
- Strong experience in project cycle management (design, implementation, MEAL).
- Proficiency in data analysis tools and policy monitoring frameworks.
